Change `tpl` folder name to `templates` in packages and packages-dev

The tpl folder should be renamed by templates and this affects several points. The change should be coordinated for a new minor, avoiding problems with patches.

Changes:

• [ ] Wazuh packages repository: including Wazuh installation assistant, etc.
• [ ] Wazuh jenkins repository: modifying the pipelines that use the old path.
• [ ] Wazuh documentation: modifying affected URLs.
