[Cluster by default] Update API pages

Description

The cluster will be running by default now. As a consequence, some changes have been performed in the Wazuh framework and API. Some of thoses changes are:

  • RBAC permissions may change (https://github.com/wazuh/wazuh/issues/13408).
  • The API may behave differently in some situations now that cluster is always enabled (https://github.com/wazuh/wazuh/issues/13382).

Those changes should be reflected in the API/RBAC sections of the documentation:
