Add steps to configure the FTP server in Windows

We must extend the documentation and add a use case about the FTP server configuration in Windows(IIS), since it is necessary for the decoders associated to this program to work.

Several communities have been opened like this issue, so it is interesting to add the configuration of the program to our documentation so that the users can use these decoders.
