[UI] Add the filter to the search bar when the setting of `hideManagerAlerts` is enabled

Description The plugin has a setting to hide the alerts related to Wazuh managers. When it is enabled, the filter is not visible in the UI. It would be interesting for the user to see the applied filter.

Side effect: This could help to debug why the user can't see alerts in certain cases.

We should review where the filter should be visible.
