The export PDF button behaviour should be consistent with the Export Formatted

The current behaviour When generating reports or examining tables of information with the option to export (such as the Groups table), there are two ways of exporting the data. Export formatted triggers the download menu immediately in the same page, showing a toast that notifies the user that the download is ready as well. Export PDF only shows a toast indicating the user to navigate to Management -> Reporting to find the download link.

Proposed Solution I believe that the Export PDF button should trigger a download without having to navigate anywhere else, even if all the reports are still collected under Management -> Reporting.
