Allow to deploy without connection

Hi team,

It's been reported that the current tasks force the instances to have internet connectivity in order to download packages. It'd be great if it could be possible to deploy the full infrastructure in secure hosts without connection:

  • [ ] Check if the package is currently on the system. Otherwise, download it.
