Auto-Block VAC Banned or SR banned conversations

A lot of scammers blast tons of friend requests, hoping they can scam before they are well known. If we incorporate a SR check on the following critieria:

1. friend request
2. group invite
3. chat request
4. trade request

Then we can auto-block on SR status. Provide a checkbox/UI option for:

1. auto-ignore if VAC banned
2. auto-ignore if SR banned

We would need to provide a whitelist though, as presumably SR admins and others would still like to talk to some VAC/SR banned accounts. So:

1. whitelist (friends that are SR or VAC banned that you still want to talk to)
