[Feature]: Move Blocks Between Tabs

Feature description

Given I have more than one tab open in the same workspace, I should be able to move a block to another tab.

Reasoning

We often have significant history in the terminal or are in the middle of running an interactive command. When this happens in two related windows, it is painful to continually have to switch tabs. Just opening a new block in one tab looses all history and state.

Implementation Suggestion

Treat other tabs as drop targets when dragging blocks.
