Shutter speed and framerate

Is there any correlation between shutter speed and framerate? When I increase shutter speed above 140000, I get a horizontal line artifact. I didn't set up the framerate during camera initialization.

If so there is a way to udjust the framerate to the shutter speed?

I'm continuously updating a widget with the camera, using mmal callback function. I'm using port 0 (preview).
