Migrate from CloudFormation hack to awscc_chatbot_slack_channel_configuration

HashiCorp launched a relatively new provider AWSCC, which is automatically generated and always up-to-date with the AWS APIs, and it supports the AWS Chatbot Slack Channel Configuration so you no longer need the CloudFormation hack: https://registry.terraform.io/providers/hashicorp/awscc/latest/docs/resources/chatbot_slack_channel_configuration
