Update the `pg-boss` version to latest

We are currently at version 8, and the latest is version 10.

Verison 9 had only breaking changes in terms of Node.js and PostgreSQL versions, but version 10 has some API changes and automatic DB migration might not be possible. We need to investigate how to upgrade and make the migration seamless for Wasp users.
