Improve WASM Workload Testing Workflow

Currently it is somewhat cumbersome to add new Webassembly tests.

We should:

  • Improve the workflow for adding Rust tests that compile to WASM

  • Improve the workflow for adding WAT tests

  • Document the process for adding and running new tests
