As #4039 showed us, the wash ui will run successfully even if there is no assets to serve in the browser.

Describe the solution you'd like

I'd like to propose that we add a check in the ui command that will make a request to the local server and check for a 200 status. This should give a good balance of checking the site is running successfully without running a full e2e test on start.
