By dock, do you mean the launcher? If not, this issue should be moved.
You mean the popup is moved to accommodate the expanded list? I don't see what the problem is or what a better alternative would be. Maybe nested popups?

This is most likely an issue with the status area applet, so I'll transfer it to the applets repo.
