Add Voice category and VoiceOverlay

Hey @wasabeef, thanks for maintaining this awesome list :)

I added VoiceOverlay, a library providing a Dialog and some helpers to make it easy to add voice input into any app.

I took the liberty to create a Voice section: no current section seemed appropriate for such a library, and Voice/Conversational UX is an area of active development in the mobile ecosystem (so this is likely only the first voice-focused library in this awesome list!)
