"Dim inactive panes" doesn't actually dim in dark themes, it lightens

Describe the bug
In all dark themes, choosing to "dim inactive panes" actually causes those panes to become lighter. This is the opposite of the desired effect and makes the panes grab attention even more, not less.
To reproduce
- Select a dark theme, like Dracula Dark or Solarized Dark.
- Enable "dim inactive panes"
- Create two panes.
Expected behavior
The inactive pane(s) should have their radiance (lightness) reduced and become less visible. (In fact, the "dimming" feature is adding radiance, which works on a light background because it fades "toward white," but on a black background it makes the pane "brighter.")

It would be really nice to change the dimming feature to a slider, where I can control the amount of radiance to add / remove, making it work nicely with my chosen theme.
