feat(elk): add elk-based observability tools stack (kibana + vector)

This PR aims to provide tools to enable log overviews against the environment and allow developers to experiment with observability tech for free.

It is DRAFT since I need to push the corresponding PR into the images repo and polish some configs. Still, I want the community to be able to start a discussion as early as possible.

I feel like this might be better as a global service that the individual environments push their logs into? I'm not familiar enough with the ELK stack to describe any better than that - but something like logs.warden.test being an area where developers can review all the logs from the warden stack, including stuff like Magento's logs
