Adopt the WASI shim

There is an officially blessed unofficial WASI shim here that can be used. It will allow us to use fmt and date packages when run wasm modules in the browser.

Unfortunately I am on the M1 mac and there is no puppeteer binary for me to use for testing. Will it be possible for you to add this?
