[Question]Is possible to use DNAT instead of DROP.

As we know Udp2raw need to drop the tcp packages in Filter table,stop the real TCP traffic to the Linux kernel.So can I use DNAT prerouting to forward the Udp2raw port to a real TCP service port? So the original udp2raw port won't receive the real TCP packages.
