[ENHANCE] add build and matlab reference download to makefile

Description of the Enhancement

The project makefile collects useful workflows and commands for the k-wave-python project. The Makefile is missing commands to download matlab reference files used for testing from remote and commands to build and publish the package. Adding these workflows would improve the makefile. This was originally discussed in #480.
