PKCS#11 support

The waltid issuer & wallet should be able to integrate with any HSM that offers a PKCS#11 interface. For instance https://www.opendnssec.org/softhsm/

The implementation should follow a similar pattern as the existing integrations with the Hashicorp and Oracle Key Management System as documented here: https://docs.oss.walt.id/wallet/api/keys/overview
