"Current Device: Any" shows no results in Settings Manager

It seems like the filter option for "any" should show all the devices... but this doesn't appear to be the case.

Alternatively does it mean show the "any" device category? I.e. effects that should apply to "any" device? Regardless this isn't clear and perhaps it should show something like:

-- Any device -- -- Applied to all -- Joystick Pedals Collective

The "any" option doesn't show you a list of settings and then allow you to set the value for any device.

Rather, it shows you all of the values for the current scope that apply to any device. The distinction is that a setting in the "any" scope will apply equally to any device. There are not many of these type of settings (none for DCS global). If you select a specific aircraft though, you will see the 'any' settings.. for DCS it is primarily going to be the aircraft category and certain aircraft properties that affect how effects are generated (like the rotor blade count).

Every other setting is unique per device and will not show up in the 'any' list.

Ah yeah, ok, got you. It does make sense. It's just not THAT intuitive and there's no obvious reason why nothing is being shown.

I see exactly what you're trying to achieve and can't immediately think of a better way to do it...

Perhaps just an label / error message that replaces the data grid with something like:

There are no settings available for the #Simulator#/#Class#/Model# and device (#CurrentDevice#) you have chosen.

Please either try choosing a different Model or Device to see the available options.

As it doesn't help that the data grid appears to stay and has the ability to be edited/crashes if there are no options present #30
