RPM Spec file
I've been packaging Moar/Moor in Copr for a while now. Here is the SPEC file I use if you want to merge it in, It will also upgrade Moar installations to Moor. I use UPX to compress the binary but that's not required and can be removed if you're interested. https://copr.fedorainfracloud.org/coprs/faramirza/epel9/ https://copr.fedorainfracloud.org/coprs/faramirza/al2023/

I believe spec files should be version controlled separately from the sources, that's how most distributions work.
Have you considered maintaining moar for Fedora?
