Fix failing tests in Windows Gradle builds

Several Gradle-automated tests fail when run under Windows. This issue serves as a common tracker for all of those failing tests.

These known-failing are currently disabled either in Gradle or in Java, but each should be fixed properly at some point. The code to disable each includes a comment that cites the URL for this issue, to make them all easy to find.
