debug.LocalModulePath is an empty string for non-local builds and causes an error in filepaths.Rel on this line in templates.Install.

Thanks for opening this :pray: As per the alpha3 installation instructions, we are only supporting local builds because it changes so much. If you don't mind though, I'll keep this PR around for when we hit Beta :+1:
