Here's my proposed user flow for creating page level content. I haven't bothered to show the 'create control' step as it's just the process of creating any page in Wagtail.

For reference, this is the design I made a while back for creating personalised content in a more "inline" fashion.

This design also assumed A/B testing for segments and variants.
