wagtail-localise creates new translations with outdated content

When creating new pages for the v4.1.x release with wagtail localise’ "Translate this page", it seems most / all pages were created with outdated content.

For example, the new v4.1.x Concepts page was initially created with its old title of "Explanation".

I suspect this is due to there being existing translations for the pages – Localise creates new translations with the same source as existing translations?

I managed to fix this by manually using the sync feature for all pages.
