Microsoft.TargetingPack.NetFramework.vXXX Packages Missing

Is anyone else having problems building the project because nuget says the referenced TargetingPack packages are missing? I'm starting to think that I'm going crazy - no amount of googling is even showing anything about these packages existing, but I know I've used them before!
