[BUG] App prevents Advanced Optimus from changing graphics mode

Describe your issue:

When using ExplorerTabUtility on laptops with Advanced Optimus, an error appears stating that the application is blocking GPU mode switching. If this application uses WPF, the issue is most likely related to it: https://github.com/dotnet/wpf/issues/9286
