[BUG] Click to Do (preview) interferes with ExplorerTabUtility

Describe your issue:

Opening a second instance of Explorer (e.g., Win+E) causes the mouse cursor to become a bright, round globe. Disabling Click to Do, resolves the issue, and the cursor works as expected.
