For lack of a better place to put this, here's the proposal from slack:

Currently:

• w3infra - infra for w3up
• w3up - implementation for w3up & implementation for w3filecoin
• w3filecoin - infra for w3filecoin
• dealer - infra for w3filecoin (dealer only)

Proposal:

• w3up-infra - infra for w3up
• w3up - implementation for w3up
• w3filecoin-infra - infra for w3filecoin (including dealer)
• w3filecoin - implementation for w3filecoin
