Add "Whisper v2.0" to the title

I realized that perhaps the name is TBD, but Edward Thomson referred me to this page, calling it Whisper v2.0, so for something concrete to refer to, perhaps we can merge this, and could always change the name later if preferred?

I'd keep "Whisper v2.0" in scare quotes since we'd had folks who wanted a broadcast protocol get annoyed with our plans here. It's likely their scheme would fall over under load, due to using a broadcast protocol, but that's not our problem. :)

Done. Either that or they'd have to sacrifice decentralization, or somehow make having a high bandwidth accessible everywhere.

This should rather be an addendum to the section about whisper ("this could be considered as 'Whisper 2.0'"). Locking it into the title is a bit too far IMO.
