Verifier perspective needed on subject-holder relationships
Section C of the VCDM (subject-holder relationships) informs readers that IF (a particular subject-holder relationship exists), THEN (some specific things can be done).
In practice, though, verifiers need to establish whether or not a particular subject-holder relation exists, which implies that they cannot rely on whether or not they can do the specific things that they could if they knew that relationship to exist.
And obviously, it is not true that if "some specific things can be done", then "the particular subject-holder relationship exists".
I suggest that section C is rewritten from the verifier perspective, i.e., the sections should inform how verifiers can learn whether or not a particular subject-holder relationship actually exists
