UI: "ALL, except Retired", "All"

The drop down for status should say "ALL, except Retired", which is currently the default. ANd also add an option to see "All".

This behaviour confused @bert-github recently, too (and understandably so).

When filters aren't set (ie, when there is no selection and there is no text in a drop-down menu) one assumes everything is being shown (ie, no filter). But this is not the case with “retired” specs. This should be made clear.

And in any case, the count of specs matching the filter is wrong.

Specific example: go to https://www.w3.org/TR/ and filter by text “p3p”. No specs are shown, but the subtitle says “8 specs (of 1169)”.

+1 as confused. It took me several searches to find the DNT documents, since https://www.w3.org/TR/?title=track doesn't return them, and doesn't give any indication that not all documents are being shown in the default view.
