UNOFFICIAL DRAFT style is unfriendly to low vision users

Is there way we can have the "Unofficial Draft" watermark be something we can turn off once we see it. For low vision users, this is very annoying and makes it super difficult to read these specifications. Would be great to have this be turned off by some button at the top of all these pages for ease of reading.

Another option would be to just have this status be very prevalent at the top of the document however, one thing to consider if folks are linking into id's within the unofficial draft we want to make sure they are also informed this is also a draft without making it difficult to read.
