Use different Color Schemes for UD vs CG vs WG drafts

There was some discussion on styling the various drafts a little differently. @jensimmons suggested using different color schemes and/or fonts. A quick way to adjust would be switching out the heading/link colors.

Note that a different between (WD,CR,PR) and REC has been evoked as well.
