Background status flag broken at certain widths

No idea what's happening, but definitely needs some investigation. Seems to be common to both ReSpec and Bikeshed, so probably a bug somewhere in the base styles?

It is however, not happening on our README! So not the stylesheet's fault, something extra is getting added somewhere.

Fix for UD in https://github.com/w3c/tr-design/pull/220

Bikeshed specs are broken because Bikeshed is setting backgrounds on HTML whereas we take BODY as the canvas selector. Need to figure out if anything will break if we switch everyone to HTML.

Bikeshed should be fixed now also. Need to clean up existing spec publications on w3.org next.
