Fixup ToC generation obscures spec

This is happening a lot lately (both on generated and static specs... and both on ReSpec and BikeShed generated specs):

I think the problem is that fixup.js runs non-deterministically.

Weird. I unfortunately don't know JS, so no idea why. CC @tabatkins ?

@marcoscaceres, do you have a link I can use to reproduce the issue? https://www.w3.org/TR/2019/WD-push-api-20190711/ and https://www.w3.org/TR/2019/WD-push-api-20190714/ look fine to me.

It’s random. Try opening a browser window so it’s about 800px wide. Then either load up any spec and hit reload a few times. It’s particularly bad in Safari and it happens occasionally in Chrome.
