Authoring Tool Guidance

While we have already documented issues for the next draft around providing cross-WG (W3C) advisory guidance (https://github.com/w3c/sustyweb/issues/2), and providing a JSON API for third party tooling to utilize our guidelines (https://github.com/w3c/sustyweb/issues/20), this issue has been raised to provide explicit guidance for authoring tools themselves (as opposed to implementors such as web workers).

Such documents have relevance through the W3C via the creation of ATAG and it has been raised that a similar document with advice for creators of tooling would prove additionally useful in rolling out the implementation of the guidelines.
