Continuous Emissions

Issue: Websites can be accessible to a context and a person or not. This doesn’t apply to emissions as you can’t not emit. The WSGs currently don't provide the binary conversation regarding measurability in this context.

Solution: Provide further clarity in the guidelines around continuous emissions, and the target for conformance being about overall reduction with measurement caveats being discussed and the various (numerous) issues involved and how they should be accounted for.
