Spec: Fetch images with the context of the PaymentRequest

In Steps to check if a payment can be made, fetching an image resource is called without a request to fetch both the instrument details icon and the payment entities logos. This could result in problems in the image fetcher: image-resource#48. Instead the SPC specification should provide the context from the PaymentRequest javascript object.
