Numbering of rule types (or policy types) and examples.
The spec explains how to interpret different rule types. Rules of the same 'rule type' have the same structure, e.g., "a rule with an obligation", "a rule with constraints"... Currently the spec is describing 6 rule types, although they are not numbered. They should be numbered. The same "rule type" may be illustrated with different examples (different evaluation results, different inputs, etc.). Numbers in the text spec should align with the example numbers in the folder "1a, 1b, 1c" would be examples for "rule type 1". Current examples to be maintained, because they are richly described. The text description will have links to the actual RDF file. Create a readme.txt in the high-level folder, inviting other contributors to provide examples.
