Features of PhotoSettings/PhotoCapabilities

During the TAG review (https://github.com/w3ctag/design-reviews/issues/651) we were wondering why the PhotoSettings/Capabilities were restricted to resolution and flash mode. Does it make sense to allow the user to set other features as well without having to modify the underlying stream, e.g. exposure, white-balance, etc.
