Extension for the German GDNG

The German “Gesundheitsdatennutzungsgesetz” (GDNG) regulates many aspects of the use and access of health data in Germany. An extension for the EHDS is currently being worked on. Addressing national legislation at the same time would be very helpful for German initiatives such as the Medical Informatics Initiative (MII).

Thank you Christian. I support this initiatives. Noting a few things which need discussion and confirmation (covered via email before):

  1. This is a German law, so the proposed namespace/extension is legal/de/gdng in the same style as legal/eu/gdpr
  2. The contents of the law are Germany (only), and as the intended audience of this extension is also German (language), this extension will likely focus on concepts documented in German. Currently, we assume all language is English, so this will need changes in code/output generators. Relevant issue on multi-linguality #89
  3. The law relates to Health, and therefore there is an open question regarding its relation to EHDS -- unless the law specifically refers to EHDS these two will be kept separate. Alignment between these two can be provided within the HTML document (and additionally in RDF) but these will be separate form the legal text and concepts.
  4. The law relates to Health, and therefore ideally it extends concepts from the HEALTH sector extension. This means we will need to add corresponding concepts to HEALTH extension.
  5. It may not be feasible for the whole group to work on and understand this work as it is specific to German legislation and additionally will be heavily in German (language). Therefore, the approach suggested is to have a group propose the extension which the group then vets based on a proposing member (e.g. Julian who is a core contributor and also knows this work).
