AI Extension to provide AI-specific concepts

As discussed in meeting 29 NOV 2023, the group is discussing creating an AI Extension that extends concepts from the Tech extension to provide relevant concepts for AI such as lifecycle, data categories, AI techniques.

Update APR-28: Added stub for ai at path /ai which has IRI https://w3id.org/dpv/ai
