Proposal to add (security) Incident Reporting concepts

A proposal to add security incident reporting concepts within the RISK extension. See https://lists.w3.org/Archives/Public/public-dpvcg/2023Jul/0006.html The data breach concepts proposed in #64 will be remodeled to extend these and will be moved to GDPR to reflect their role in fulfilling requirements. The NIS2 specific concepts are proposed under a separate NIS2 extension, with that proposal not part of this (i.e. a separate proposal will be made for NIS2 depending on the outcome of this).

the risk assessment concepts in #104 are likely to be accepted - this work should be modified to build on them.
