I have completed the internationalization and accessibility self questionairre reviews for internationalization and accessibility and updated @peacekeeper's comment accordingly.

Regarding the Explainer document, it seems there is a change in the process that no longer requires a separate Expainer document; instead, we should be able to incorporate the required content directly into the main spec, and then:

For about 80% of the required content, reference the "Introduction" section
To answer questions about user-facing problems solved by DID Resolution, refer to the DID Use Cases document.
