The dots are centre-aligned with the characters in Gecko and WebKit, but not in Blink.
CSS Text Decoration Module Level 4 doesn't refer to this.
Priority
Given that increased inter-character spacing and emphasis dots appearing at the same time is not common, this was prioritised as an advanced issue.
