[wg/sdw] modify "PROPOSED" to "DRAFT" to indicate the charter's status
PROPOSED is commonly used for charters under AC review, so I'd suggest to use DRAFT here to avoid any confusions.

‘Proposed’ is the word used in the charter template and in the Process Document.
Or do you mean that there is a state before ‘proposed’? I'm not sure that is needed. But that would be an issue to raise against the template, rather than just this charter.
