BCP 47, or Unicode BCP 47 Locale IDs?

ECMA-402 uses BCP 47 for locales, but we are thinking of switching to Unicode BCP 47 Locale IDs, see https://github.com/tc39/proposal-intl-locale/issues/63 . Should this recommendation document include the same change?

We've defined those rules and requirements in our doc Language Tags and Locale Identifiers which is can be specref'd as LTLI. However, the requirements in that document and those in this document have not be aligned and they need to be. I propose to incorporate LTLI's requirements into this document, with a side effect of addressing this issue.
